Annexation Questions & Answers
As you are probably aware, a common deed covenant from 1967 obligates each Spring Valley property to apply for annexation. At City request, the water board filed a collective annexation application in order to ascertain the terms and conditions under which the entire subdivision could annex in whole. After being under review for the past year and a half, and having evolved through many meetings with City staff, attorneys, engineers, and others, the terms and costs for annexing the entire subdivision are becoming sufficiently defined that we can present them to the membership for further direction. We are planning a series of two information sessions to communicate the City's terms of annexation to our membership, solicit questions and feedback, answer questions, and vote on how the board proceeds in the annexation process.
The web-based question and answer portal below will provide answers to specific member questions regarding annexation. Each question should be categorized for board direction to the best resource for answering. Topics currently include board members, attorney, engineer, and City liaison.
A second membership meeting will be scheduled to discuss member questions and the answers provided. Following discussion, membership will be asked to vote on if and how the water board should proceed in the annexation process. However, please note that annexation is entirely determined by homeowners and the water board itself has no role in the annexation process, except as directed by past membership meetings and as required by the City for discovery of possible terms of annexation if the entire subdivision is annexed in whole.
Also, please note that your annexation questions, responses, and your votes at the second membership meeting are not official votes for or against annexation. Annexation is only determined from 100% petition submission, or a majority vote from an annexation election if there is not 100% homeowner petition submission.
