System Management

Historically, the Spring Valley water system was operated and maintained independently by the board of directors, which at the time included an exceptionally-talented core of dedicated member volunteers. Back in the 1980s and 1990s, as many as 5 water board directors were also state-licensed water system operators, and the Spring Valley water system won national recognition by the American Water Works Association in its small system category.

Today, while our board of directors still oversees operation of the water district, none of the directors are licensed water system operators and the water board functions primarily as an ownership fiduciary, responsible for overall system administration and limited operational details like meter reading, billing and accounting.

Some time after the late 1990s, responsibility for professional operation and regulatory compliance of the Spring Valley water system began to be provided under a management contract with Treatment Technology, one of the largest water system operators in Colorado. In 2019, Treatment Technology was purchased by ORC Water Professionals, a large water system manager in Colorado and Wyoming.
